Vehicle Administration on a licensee under the age of 21 years who
drives or attempts to drive a motor vehicle; and requiring that the
Motor Vehicle Administration impose an alcohol restriction on a
licensee under the age of 21 years that prohibits the licensee from
driving or attempting to drive a motor vehicle while having alcohol in
the licensee's blood.
