Exempting specified employers from medical laboratory licensing
requirements for preemployment substance abuse testing under specified
circumstances; authorizing employers who require job applicants to be
tested for the use or abuse of a controlled dangerous substance to use
specified preliminary screening procedures to test specimens under
specified circumstances; prohibiting the use of preliminary screening
procedures under specified circumstances; permitting the use of
preliminary screening procedures by temporary help agencies; etc.
