Prohibiting the construction of specified stormwater management
facilities in Anne Arundel and Calvert counties for specified
purposes; providing exceptions for public or private stormwater
management facilities where construction began prior to January 1,
2001, and for stormwater management facilities constructed by or on
behalf of a State or county agency; requiring the local legislative
body to provide for the enforcement of the Act; etc.
