Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 181 - Elevator Safety - Registration and Inspection Fees.
This bill requires an owner or lessee of an elevator, dumbwaiter, escalator or moving walk to register a new unit with the Commissioner of Labor and Industry at least 60 days prior to the unit's projected completion date. The bill provides an exception for emergency situations. The bill also requires an owner, lessee or contractor to ensure that a unit meets the applicable safety code, rules and regulations and that the elements on the "inspection checklist" are operational, have been tested and are functional before scheduling a "final acceptance inspection."
Senate Bill 238, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 181.
