Providing for emergency powers of the Governor and the Secretary of
Health and Mental Hygiene whenever an imminent threat of extensive
loss of life or of serious disability exists due to exposure to
specified diseases, chemicals, or radiation; requiring specified
public units and officials to develop plans and procedures; specifying
the contents of an order; requiring the Secretary to issue a specified
directive in a specified manner; making the Act an emergency measure;
etc.
