Prohibiting manufacturers and retailers from selling, on or after
April 1, 2004, specified products that contain mercury unless a
specified label is affixed to the product; requiring the Department of
the Environment to adopt specified regulations by October 1, 2003; and
prohibiting a person from disposing of specified products that contain
mercury on or after October 1, 2004, unless specified conditions have
been met.
