regulations establishing minimum sizes for the possession of hard,
soft, and peeler crabs caught out-of-state; prohibiting the Department
of Natural Resources from adopting regulations establishing minimum
size limits above specified size levels for catching specified crabs;
making provisions of the Act contingent on the failure of the
Commonwealth of Virginia and the Potomac River Fisheries Commission to
adopt specified minimum size limits for catching specified crabs; etc.
