County to grant one or more franchises for a ferry company to operate

requiring the county commissioners of Somerset County and St. Mary's
County to review the proposed business and financial plan for a ferry
company before granting a franchise; prohibiting specified ferry
companies from conducting gambling or gaming activities; etc.
