Authorizing the creation of a State Debt not to exceed $560,000, the
proceeds to be used as a grant to the Mayor and City Council of the
Town of North Beach for the planning and design of a Bayside History
and Nature Center at North Beach that will provide educational and
recreational programs focused on the historical and natural heritage
of the middle Chesapeake region; providing for disbursement of the
loan proceeds, subject to a requirement that the grantee provide and
expend a matching fund; etc.
