the State Employees' Leave Bank to specified employees who have been
ordered into active service on or after September 11, 2001;
authorizing the Secretary to provide in regulation for leave with pay
for specified State employees on active military duty; requiring the
Department of Budget and Management to report to the Governor and the
General Assembly by January 15, 2003; and providing for the
termination of specified provisions.
