Synopsis:

Requiring the courts to appoint more than one interpreter in a criminal or juvenile delinquency proceeding under specified circumstances; requiring the Chief Judge of the Court of Appeals, in conjunction with the administrative judges of the circuit courts, the Standing Committee on Rules of Practice and Procedure, and the Chief Judge of the District Court, to prepare a report and develop a plan for the expedited implementation of using capable interpreters in criminal, juvenile, and civil procedures; etc.
