Prohibiting a person from engaging in the business of money
transmission unless licensed by the Commission of Financial
Regulation; altering the scope of specified provisions of law relating
to money transmission; establishing a Money Transmission Fund;
requiring an applicant to provide specified business and financial
information, pay specified application and license fees, file evidence
of a surety device, and provide fingerprints; imposing requirements
and restrictions on an authorized delegate of a licensee; etc.
