Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 371 - Maryland Infants and Toddlers Act of 2002.

This bill establishes a State funding formula for the Maryland Infants and Toddlers Program to provide grants to local agencies beginning in fiscal 2004.

Senate Bill 419, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 371.
