Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1089 - Task Force to Study Moving Overhead Utility Lines Underground.

This bill creates a 22-member Task Force to Study Moving Overhead Utility Lines Underground. The bill is effective January 1, 2003 and remains effective until December 31, 2003.

Senate Bill 653, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1089.
