Synopsis:

Authorizing the creation of a State Debt not to exceed $750,000, the proceeds to be used as a grant to the Board of Directors of the Irvine Natural Science Center, Inc. for the planning, design, construction, site preparation, landscaping, and capital equipping of trails and exhibits, located on 116 acres in the Caves Valley area in Baltimore County; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
