Requiring the standards of quality of care that a health maintenance
organization provides to its members to include, for mental health
services, access to a provider with specified cultural
characteristics; providing that a covered service of a health
maintenance organization shall include a mental health service
rendered to an enrollee by a health care provider not under written
contract to the health maintenance organization and whose cultural
characteristics reflect those of the enrollee; etc.
