Establishing an Advisory Committee to Study Expansion of the All-Payor System; providing for the composition of the Advisory Committee; requiring the Advisory Committee to study the inclusion of specified health care services under the All-Payor System; requiring the Advisory Committee to contact the Centers for Medicare and Medicaid Services for specified information; requiring the Advisory Committee to report to the General Assembly by December 31, 2003; providing for the termination of the Act; etc.
