services to cancel specified contracts and return equipment under

Public Utility Companies Article apply to wireless telephone
companies; requiring the PSC to adopt specified regulations;
authorizing the PSC to conduct specified investigations; providing the
PSC with access to specified records of wireless telephone companies;
etc.
