Synopsis:

Requiring District Court judges and District Court Commissioners in Baltimore City to forward to the State's Attorney for Baltimore City a copy of an application filed in the District Court requesting that a statement of charges be filed against persons alleged to have committed felony offenses in Baltimore City; etc.
