Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 108 - Citations - Format and Printing.

This bill transfers the duty to prescribe juvenile citation forms and certain adult alcoholic beverage citation forms from the Chief Judge of the District Court to the State Court Administrator. The Chief Judge of the District Court retains responsibility for designing the citation forms to be issued to adults for violations involving underage possession of alcohol. The bill also requires law enforcement agencies and the Office of the State Fire Marshal to reimburse the District Court for printing the citation forms used by each.

Senate Bill 139, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 108.
