Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 368 - Property Tax - Full Value Assessments- Corrective.

This bill clarifies and corrects specified local laws relating to the assessment and taxation of property as the result of the transition to full value assessments, and corrects a limit on debt to reflect the changes in computation of assessments. The bill also declares the intent of the General Assembly, and provides for the application of the Act.

Senate Bill 423, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 368.
