Vehicle Laws - Clarification of Rights for Wheelchair Use

Synopsis:

Defining "wheelchair"; requiring an individual using a wheelchair to comply with specified laws at traffic control signals; clarifying that an individual using a wheelchair enjoys the same rights and is subject to the same restrictions applicable to pedestrians; providing an exception for wheelchair use to a prohibition against vehicle use on a sidewalk or sidewalk area; eliminating a restriction relating to the times during which an individual may use a special vehicle on a sidewalk or sidewalk area; etc.
