Authorizing the Board of Directors of the Maryland Health Insurance
Plan to adopt regulations to limit enrollment of otherwise eligible
medically uninsurable individuals whose premium is paid for by a
pharmaceutical manufacturer or its affiliate under specified
circumstances; expanding sources of revenue for the Maryland Health
Insurance Plan Fund to include money donated or awarded to the Fund;
authorizing the Board to subsidize policy expenses based on a Plan
member's income; altering the composition of the Board; etc.
