Authorizing the Secretary of Natural Resources to establish by regulation procedures, participant criteria, and fees for participation or access to services provided by the Department; establishing limits on such fees; allowing agents of the Department to receive compensation for processing applications or permits; establishing limits on such compensation; mandating that funds received from such fees be deposited in the State Wildlife Management and Protection Fund; etc.
