Prohibiting the State from appropriating funds to the Washington Metropolitan Area Transit Commission unless Commission property located in the State is conveyed to the State; prohibiting the Governor from approving an appropriation to the Commission unless Commission property located in the State is conveyed to the State; prohibiting the Washington Metropolitan Area Transit Authority from acquiring or owning property in the State; and providing for a contingency.
