Authorizing the Public Service Commission to institute a proceeding to evaluate whether to return a telephone company to rate of return regulation; prohibiting a telecommunications carrier from knowingly impeding the development of competition in a telecommunications service market; establishing specified activities as impediments per se to competition; etc.
