Establishing the Maryland Community Health Resources Commission as an independent commission that functions within the Department of Health and Mental Hygiene; providing for the duties of the Commission; creating the Community Health Resources Health Care Access Program within the Commission; requiring the Commission to coordinate with specified groups to provide specified outreach to specified individuals; etc.
