Synopsis:

Requiring the Department of Health and Mental Hygiene to establish a program to distribute folic acid dietary supplements to women of childbearing age who qualify for the federal Women, Infants, and Children food program; requiring the program to provide folic acid dietary supplements and counseling and information regarding the proper use of the supplement to specified women of childbearing age; requiring local health departments to distribute folic acid dietary supplements and to provide specified counseling and information; etc.
