Authorizing the creation of a State Debt in the amount of $1,800,000,
the proceeds to be used as a grant to the Board of Directors of the
End Time Harvest Ministries for the acquisition, planning, repair, and
renovation of the Life Skills Center for Youth and Community
Development; providing for disbursement of the loan proceeds, subject
to a requirement that the grantee provide and expend a matching fund;
prohibiting the use of the loan proceeds or the matching fund from
being used for sectarian religious purposes; etc.
