Synopsis:

Establishing a Commission for the Blind; providing for an Executive Director and staff of the Commission; establishing the powers and duties of the Commission; requiring the Commission to publish an annual report including specified information; establishing a procedure to resolve disputes concerning an applicant for or recipient of services from the Commission who is dissatisfied with an action or decision of the Commission; etc.
