Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 367 - Residential Child Care Programs - Certification of Program Administrator.

This bill establishes the State Board for Certification of Residential Child Care Program Administrators and its duties and membership; establishing the terms and requirements for specified members of the Board; authorizing the Board to employ staff in accordance with the budget for the Board; establishing a State Board for Certification of Residential Child Care Program Administrators Fund.

Senate Bill 99, which was passed by the General Assembly and signed by me on May 26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 367.
