Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 436 - Anne Arundel County - Wiley H. Bates High School Loan of 1997.

This bill amends Chapter 221 of the Acts of 1997 to require that the loan proceeds be encumbered by the Board of Public Works or expended for the purposes provided in the Act by June 1, 2005.

Senate Bill 399, which was passed by the General Assembly and signed by me April 13, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 436.
