Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 395 - Vehicle Laws - Trailers and Semitrailers - Surge Brakes.

This bill exempts specified vehicles from specified brake requirements, and authorizes a trailer or semitrailer to be equipped with surge brakes, if the trailer or semitrailer meets specified requirements relating to weight, design, and use.

House Bill 551, which was passed by the General Assembly and signed by me on May 11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 395.
