Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 400 - Streamlined Sales and Use Tax Agreement.
This bill adopts the Streamlined Sales and Use Tax Agreement as adopted by the Streamlined Sales and Use Tax Project on November 12, 2002, contingent on the enactment of specified legislation by the U.S. Congress; requiring the Comptroller to prepare and submit proposed regulations and draft legislation implementing changes to the State's laws, regulations, or policies needed to bring the State into compliance with the Agreement and other changes recommended by the Comptroller.
House Bill 694, which was passed by the General Assembly and signed by me on
May 26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 400.
