Synopsis:

Amending the Maryland Consolidated Capital Bond Loan of 1988 to require that the loan proceeds to be used for Western Maryland Flood Mitigation be encumbered by the Board of Public Works or expended for the purpose provided in the Act no later than June 1, 2006; etc.
