Synopsis:

Making winter work waivers automatic except under specified conditions; reducing elevated blood lead levels required to make a qualified offer and to initiate specified notice to property owners; requiring property owners to perform specified procedures for a specified event; eliminating the grace period for specified violations; providing a transition period for residential rental property change in ownership; etc.
