Synopsis:

Prohibiting the Secretary of Health and Mental Hygiene from making amendments to waivers or seeking waivers to the State Medicaid Plan that would consolidate federal grants, cap federal contributions, or alter the proportion of federal funding to the Medical Assistance Program; etc.
