Requiring planning authorities to adopt specified development criteria and permit allocation charts; requiring specified allocation requirements; requiring boards of appeals to take specified laws into account when exercising specified power; altering specified exceptions for State-financed projects from the requirement to fund projects only in Priority Funding Areas; requiring the Department of Planning to adopt specified regulations; etc.
