Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 170 - Income Tax - Employer Withholding - Exemptions.

This bill requires an employer to base income tax withholding for an employee on one exemption if the Comptroller notifies the employer that the employee has failed to file a required Maryland income tax return. Senate Bill 95, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 170.
