Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 186 - Maryland Consolidated Capital Bond Loan of 2002 - Western Maryland Health System Project.

This bill changes the name of the Sacred Heart Hospital project to the Western Maryland Health System project and alters the authorized uses of the loan proceeds. Senate Bill 187, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 186.
