Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 545 - Massage Therapists - Certification and Registration - Educational Qualifications.

This bill alters the qualifications for a certificate or registration to practice massage therapy to include enrollment on or after March 1, 2004, in a school approved by the State Board of Chiropractic Examiners at the time of enrollment and graduation from that school by December 31, 2004. Senate Bill 635, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 545.
