Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed Senate Bill 720 - Horse Racing - Purses and the Racing Special Fund - Allocation.

This emergency bill creates a special fund consisting of specified revenues and requires that money from the special fund be used for purses for the running of the Pimlico Special and for purses at Rosecroft Raceway. The bill also requires that the funds be allocated by the Maryland Racing Commission in a specified manner and requires that after specified deductions from the Racing Special Fund are made, specified funds are to be allocated in a specified manner by the Comptroller. House Bill 1029, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 720.
