Requiring use of helmets and eye-protective equipment by minors operating and riding motor scooters and mopeds under specified circumstances; authorizing and requiring specified actions by the Motor Vehicle Administrator; establishing rules of civil procedure for actions related to the use or failure to use protective headgear; etc.
