Clarifying the identity of specified organizations that may engage in paper gaming in Garrett County under specified circumstances; repealing specified prohibitions against conducting or receiving proceeds from a specified number of specified gaming events or raffles; repealing a specified penalty provision; authorizing the County repealing a specified penalty provision; authorizing the County Commissioners to declare that each day a paper gaming violation continues is a separate offense; etc.
