Requiring the Secretary of Human Resources to establish a domestic violence and depression screening pilot program in Baltimore City; requiring mental health specialists to assess the need of applicants or recipients of Family Investment Program assistance for treatment resulting from domestic violence or depression; requiring a mental health specialist to refer an applicant or recipient for services under specified circumstances; etc.
