2007, to develop a statewide Child Support Payment Incentive Program
to encourage payment on child support; establishing criteria for

specified factors in determining whether to authorize a child support
obligor to participate in the Program; establishing a specified
presumption; authorizing the Administration to reduce child support
arrearages under specified circumstances; etc.
