Requiring the Department of General Services, in cooperation with the Maryland Energy Administration, to set specified energy performance standards to require reductions of energy consumption in State buildings by specified dates; requiring State agencies to conduct energy consumption analyses; requiring State agencies to update energy conservation plans; providing an exception for specified buildings under the jurisdiction of the Department of Transportation; etc.
