Synopsis:

Altering a specified time limit for filing a claim with the Criminal Injuries Compensation Board; prohibiting the collection of debts from specified claimants; establishing specified legal protections for claimants from debt collection activities under specified circumstances; allowing specified health care providers to notify the Board of specified claims; etc.
