Requiring the Department of the Environment to adopt postdevelopment
water quality standard regulations; requiring the Department to
inspect specified development sites for compliance; authorizing the
Department to test stormwater runoff and specified downstream water as
part of inspections; authorizing the Department to charge a fee; and
prohibiting persons engaged in specified development activities from
causing or contributing to violations of specified water quality
standards.
