Synopsis:

Altering an exception to the provision of the Ethics Law that disqualifies a person, under specified circumstances, from participation in State procurement contracts; specifying that architectural or engineering services for the design of construction projects shall be subject to the exception, regardless of the anticipated value of the project; etc.
